Period of Contract: Full-time for 5 years, with one year probationary period

Overall purpose of this Job

The Life+ Technical Assistant ensures the effective administration of the LIFE+ Nature Project “The Return of the Neophron”. S/He will be responsible for delivery of the Project activities in support of the Project Manager and in accordance with the Funding Application specifications and the contractual obligations, within normal BSPB organisational policies and practices.


S/He will be responsible for daily running of the administration systems necessary for operating the LIFE+ Project, particularly in respect to the accounting and reporting systems, and the preparation and monitoring of budgets. S/He will naturally work with all Project staff, Project partners and external consultants, and ensure effective communication between the staff leading on project administration within each of the partner organisations. In relation to preparing the financial and administrative aspects of reports for the project Steering Group and focal points in the Project partners, S/He will liaise with all Associated Beneficiaries to ensure their systems operate effectively to support the project.

Main duties


Administration

  1. Assist the Project Manager to establish, and then lead the operation of the management and administration systems necessary for running the LIFE+ Project, with particular emphasis on the accounting and reporting systems, and the preparation and monitoring of budget expenditure.

  2. Be the central point of the LIFE+ Project for all administrative issues and enquiries.

  3. Establish the accountancy system for the Project in cooperation with the BSPB Finance Manager and BSPB Accountant.

  4. Prepare the financial and administrative aspects of reports for the project Steering Group and Managers of the Project partners.

  5. Coordinate and lead preparation of the required technical and financial reports required by the European Commission.

  6. Ensure effective communication between the staff leading on project administration within each partner organisation.


Co-ordination

  1. Assist the other members of the Project team for organising the filed work and all logistical aspects.

  2. Deliver the Project according to contractual terms (or their agreed amendment) by assisting the Project Manager in the planning and progressing the Project Tasks using suitable project management and monitoring techniques as necessary and appropriate.

  3. Keep the Project Manager fully informed of progress on all deliverables, their timing & resource requirements to help ensure that they are completed or that a formal agreement is made for a contractual change.

  4. Ensure that suitable resource planning, procurement, budgeting, and reporting systems are established within each and all Partner organisations for the duration of the Project

  5. Lead the file archive management for the LIFE+ Project, in cooperation with the Project Team, BSPB Office Manager, and partners’ lead administrative staff, to ensure that these processes are compatible with both Life+ regulations and BSPB procedures

  6. Lead the management and administration of all subcontracts and the wider procurement processes for the Project, in cooperation with the LIFE+ Project Manager, BSPB Finance Manager, BSPB Accountant and Office Manager.

  7. Co-ordinate the work of the partners’ administration staff to ensure that the Project Team are able to carry out Project tasks as required

  8. Ensure that all Project Team members are provided with adequate equipment, information, briefing, funding and procedural documentation so that the Project Team to complete their activities in a timely manner.

  9. Produce with the LIFE+ Project Manager ‘Project Guidance Handbook’ for Project Team members to ensure consistent quality standards in all aspect of Project delivery.


Internal & External Communications

  1. Ensure that Project staff, Project partners and all other relevant parties are kept informed of the administrative and financial status of the Project, and ensure that future requirements and conditions of the Project are understood.

  2. Monitor the delivery of all project actions in terms of the technical delivery against indicators, and the expenditure against planned budget as specified within the Project document.



Job dimensions:


This is a 5 Year Contract, supported by European Commission (LIFE+ Nature) funding. The successful applicant will be part of the International Project Team that delivers the Project in Bulgaria and Greece.

The partners implementing the Project are the HOS/ BirdLife in Greece, WWF Greece and RSPB/BirdLife in the UK



The Project will be high profile, with significant influence on the future working relationships of BSPB with local and national decision makers, international organisations. The Project reputation will influence the credibility of the Partners’, and therefore the ability of BSPB to achieve further conservation objectives in Bulgaria and on regional scale along a migratory route.
