A clarification has been sought as regards parking of crane and other heavy equipments at a CRT.
It is clarified that where loading / unloading of containers is permitted at a CRT, ground will be deemed to be clear when all equipments like crane etc. has been removed by the PCO , else Ground Usage Charge as per extant guidelines is leviable.
Further, attention is invited to Para 4.4 of Rates Circular No. 49 of 2008 vide which loading / unloading is permitted only at those CRTs which are notified at Group-III stations / goods sheds. However at a CRT notified at Group-I / Group-II stations / goods sheds, only chassis stuffing / destuffing is permitted . This should be strictly followed .

Sub: Uniform working hours and business hours for goods sheds and sidings -incentive for extended working hours and immediate removal of goods.
Ref: Rly Board’s letters No. TC-I / 94/ 114/I- Pt. Dt. 11.10 2004 and dt. 7.4.2006 circulating Rates Circulars No. 40 of 2004 and No. 29 of 2006.
A clarification has been sought regarding application of the incentive to reckon 50% of time as prescribed in Para 5 of Rates Circular No. 40 of 2004.
2. The matter has been examined and it is clarified that w.e. f 25.12.2008, the incentive prescribed in Para 5 of Rates Circular N0. 40 of 2004 is permissible only when normal free time prescribed for loading/unloading or removal of consignment from railway premise expires after 2200 hours. If normal free time expires at or before 2200 hours, the incentive shall not be permissible (refer Illustration enclosed ) . Moreover, the incentive shall be permitted for the first night of loading / unloading or removal of consignment from railway premise, and not for the detention of wagons during subsequent nights . It is also clarified that such incentive shall be admissible in case of all goods sheds, and not in case of siding .
The clarification with respect to the cases pertaining prior to 25.12.2008 is under consideration and shall be intimated in due course.

Sub:- Policy Guidelines –Freight Incentive Schemes and Transportation Products.
Sanction is accorded to replace the existing Condition No.8 of Para 5 .1 ”Block Rakes” mentioned in Rates Circular No 25 of 2008 with the following :
“8 . For rake loaded with two or more commodities, the required number of total wagons as per Annexure II should be loaded. In case more than one commodity is loaded in a wagon, the freight will be charged at the highest Class of goods which the wagon contains, The maximum number of commodities loaded in a wagon should not exceed three.”

No concessions other than concessions permissible under WIS and TIELS will be admissible on this traffic.

Railway shall furnish an appreciation report by 3rd week of December 08 for considering the continuation or otherwise of this scheme.
