Mental Health – Out of the 500 bed capacity of the Cagayan Valley Medical Center, 200 is allotted to mental health patients. In 2006, the Psychiatric Department of the CVMC admitted 387 cases or prevalence rate of 36.08 per 100,000 population. In 2007, there were 393 cases or a prevalence rate of 36.64 per 100,000 population. However, other than this, the PHO does not have a program to address the problem of mental health. The topic of mental health is a topic that is considered taboo because of the stigma being attached to people with mental illnesses.
Occupational Health – Another issue that is not being sufficiently addressed by the Provincial Health Office is that of occupational health. However, with the increasing industrialization of the province as well as the adoption of technological equipments like computers in the work place, occupational related diseases like carpal tunnel syndrome and the like are emerging problems that need to be addressed.

HEALTH FACILITIES DEVELOPMENT

A total of eighteen (18) government hospitals are operating in the Province of Cagayan. Fifteen (15) of these are hospitals retained after the devolution by the Provincial Government of Cagayan. One is being maintained by the City Government of Tuguegarao while the other is a tertiary hospital operated by the Department of Health and the other one is the Nolasco Memorial Hospital in Gattaran.

As mentioned earlier, the Provincial Government of Cagayan is operating, managing and maintaining the 15 hospitals comprising of 1 designated provincial hospital, 7 district hospitals, 2 municipal hospitals, 3 community hospitals and 2 emergency hospitals. The Provincial Health Office is also providing technical assistance and supervisory activities to 31 Rural Health Units and 234 Barangay Health stations.

In the province of Cagayan, reforms in the hospital services has been in the priority agenda for the health sector for the past years with the end in view of rationalizing and upgrading service delivery.

The hospitals operated by the Province currently maintain the following plantilla positions, to wit:
