ANNEX 5.1: Management structure of the NUSTAR Collaboration
The NUSTAR collaboration structure is described below.
NUSTAR Council
The NUSTAR Council (NC) represents the Nuclear Structure and Astrophysics Community. Members are representatives of the institutes/institutions involved in the projects and activities at GSI and FAIR. Each institution that is a signatory to this PMoU will nominate members of the NUSTAR Council. Each institute/institution, with the exception of the host institution GSI, is entitled to one member. If the institute/institution has both, a theory and an experimental group, it is entitled to nominate two members, representing theory and experiment, respectively. The host institution GSI is entitled to nominate five members, representing the four experimental sections involved in low energy nuclear physics and the theory group.
The NC, which meets at least once per year, formulates the policy of the community and nominates the members of the NUSTAR Board of Representatives. Each representative of the NC has one vote.
NUSTAR Board of Representatives
The NUSTAR Board of Representatives (BR) acts as the interface between FAIR and the NUSTAR collaboration. It oversees the links and interactions between the various projects and activities within NUSTAR. It also provides advice and co-ordinates the execution of these projects, the use of project facilities and set-ups, and surveys the strategy behind the physics programme of the collaboration. Scientific matters related to individual NUSTAR Experiments are dealt with by the relevant Sub-Collaborations of the experiments concerned. The BR provides advice to the NUSTAR Sub-Collaborations concerning project coordination and steers the Common Projects.
The BR consists of five regular members.
The BR elects a chair and co-chair for two years. The term of the BR members is two years, with the possibility of re-election for one further term of two years. To guarantee continuity only two respectively three members are elected in each election.
The BR appoints a NUSTAR Project Manager.
The BR appoints a Scientific Secretary for three years with the possibility of one further three year term.
The BR may appoint ex officio members.
NUSTAR Project Manager
The NUSTAR Project manager (PM) coordinates the NUSTAR Common Projects and chairs the NUSTAR Technical Coordination Board. The PM is appointed by the BR for four years with the possibility of one further four year term.
NUSTAR Resource Coordinator
The Resource Coordinator (RC) is responsible for coordinating the financial planning and other resource issues of the collaboration. The RC is responsible in particular for the management of the common resources of the collaboration (common funds).
NUSTAR Technical and Administrative Officer
The Technical and Administrative Officer (TAO) assists the NUSTAR management in the administration of any scientific, technical and resource matter. The TAO is responsible for setting-up and maintaining administrative tools, for keeping proper documentation, and for outreach activities. The TAO acts as contact person for IP issues.
NUSTAR Collaboration Committee
The BR together with the spokespersons of the NUSTAR Experiments and the NUSTAR PM form the NUSTAR Collaboration Committee (NCC), which is chaired by the BR chair. The NCC oversees the progress of the NUSTAR Experiments as well as the NUSTAR Common Projects.
NUSTAR Technical Coordination Board
The NUSTAR Technical Coordination Board (TCB) consists of the PM, the project managers of the NUSTAR Experiments, the Super-FRS Coordinator, the Coordinators for the technical infrastructure of the three Super-FRS branches, the chair persons of the common working groups. The TCB is chaired by the PM. The TCB is responsible for the coordination of all technical aspects that concern more than one NUSTAR experiment. This concerns the Super-FRS and common infrastructure as well as other technical aspects. The TCB reports to the NCC.
