AND ALL OF THE WONDERFUL THINGS. SHE JUST GOT BACK FROM THE BEACH. AND ALL THESE WONDERFUL ACTIVITIES THAT THEY HAVE PLANNED OVER THE SUMMER AND EVEN DURING THE REGULAR SCHOOL YEAR. SO I THINK IT'S IMPORTANT TO RECOGNIZE WHEN STAFF IS DOING SUCH AN EXEMPLARY JOB. AND I REALLY WANT TO THANK THE L.A. BECAUSE I THINK THEY HAVE VERY STRONG IMPLICATIONS FOR IT. AND I'D LIKE TO SAVE THE LAST MINUTE FOR SOME COMMENTS OR QUESTIONS OR RESPONSES FROM THE BOARD MEMBERS, BECAUSE I LEARN A LOT FROM LISTENING, THAT'S WHERE WE LEARN. SO NOW THURSDAY, S.B.649 IS GOING TO BE VOTED ON, IS SCHEDULED TO BE VOTED ON IN THE STATE ASSEMBLY, WHICH WILL CREATE THAT WOBBLER AS I MENTIONED OUT OF MANY THINGS THAT ARE NOW REQUIRED TO BE TREATED AS FELONIES. I THINK IT'S ABOUT A QUARTER OF THE PEOPLE, I'M NOT SURE, OF THOSE 5,500 OR SO PEOPLE IN THE JAILS. THAT'S A SIGNIFICANT PORTION OF IT. I KNOW THAT A COUPLE OF THE SUPERVISORS, IF I'M CORRECT, SUPERVISOR MOLINA, SUPERVISOR ANTONOVICH, WANT TO USE ANY JAIL SPACE THAT DEVELOPS TO INCREASE THE PERCENTAGE OF SENTENCE TIME THAT PEOPLE SPEND IN CUSTODY. I'VE GIVEN YOU LINKS TO REPORTS ABOUT THE HIGH COST, LOW RETURN OF INCARCERATION, ESPECIALLY LOW RETURN IN THE SENSE OF COMPARED TO THE KIND OF RETURN THAT OTHER SPENDING MIGHT GET US: PROGRAMS IN PRISON FOR THOSE WHO ARE INCARCERATED AND THE FOLLOW UP PROGRAMS THAT BOTH CHIEF RHAMBO HERE, CHIEF POWERS, I'VE HEARD THEM SITTING RIGHT HERE, SAY ARE THE THINGS THAT THEY BELIEVE WILL BE OF MOST HELP. AS ONE OF THE EXAMPLES OF THE CAUSES OF THOSE PEOPLE WHO ARE ACTUALLY DANGEROUS TO THE COMMUNITY.

AND THEN THE WORLD SAVINGS BECAME WELLS FARGO AND SOME PAPERWORK GOT BOTCHED UP AND I WAS EVICTED FROM MY HOME AFTER I HAD PAID $240,000 IN PAYMENTS OVER 10 YEARS. AND THEN I WAS IN BANKRUPTCY AND I WAS STILL TRYING TO FIGHT TO SAVE MY HOME. BECAUSE OF THE LAWS OF THE STATE I CAN DO THAT. AND THEN ON MAY 2030, I MEAN MAY MAY 2013, THE SHERIFF CAME TO MY HOME AT 7 A.M. IN THE MORNING AFTER THEY WRONG ILLEGALLY, EVICTED ME BECAUSE I WAS IN BANKRUPTCY. AND I DON'T KNOW WHY IT WAS THAT THE INVESTOR HAD SO MUCH PULL OVER THE SHERIFF THAT THEY ALSO, THE SHERIFFS, BROUGHT TO MY HOUSE A DISMISSED BANKRUPTCY AND I WAS IN BANKRUPTCY. I HAVE A FORM THAT SHOWED THAT I HAD JUST HAD COUNSELING ON THE 28TH OF MAY. AND IT WAS FULLY SUBMITTED BY THE 29TH OF MAY. AND ON THE 30TH THE SHERIFFS CAME, LIKE EIGHT OF THEM, AND THEY EVICTED ME, MAKING ME HOMELESS. THAT IS THE SAME PERSON THAT BOUGHT MY HOME HAD TOLD ME THAT I COULD COME IN TO GET MY FURNITURE, BUT THEN I WAS THERE AND THEN THEY CALLED THE SHERIFFS TO GET THE REST OF MY FURNITURE AND THEY CALLED THE SHERIFFS AND THE SHERIFFS ABANDONED ME FROM THE PROPERTY. IT'S NOT FAIR FOR A DISABLED PERSON, IT'S A FEDERAL LAW THAT I BE PROTECTED. AND HOW COME NO ONE IS PROTECTING ME? I'M HOMELESS. I WAS IN BANKRUPTCY. AND I NEEDED TO TALK TO THE SHERIFF, LEE BACA. WHY DID HE SEND THEM TO EVICT ME?

THERE THEY DIDN'T HAVE ANY NURSES OR DOCTORS THAT WERE FLUENT IN SPANISH. SO I HAD TO INTERPRET FOR HER. THE DOCTORS TOLD US THAT THEY WERE GOING TO HAVE TO PERFORM A PROCEDURE AND REMOVE A SAMPLE FROM HIS SPLEEN TO DETERMINE EXACTLY WHAT IT WAS THAT WAS INFECTING HIS IMMUNE SYSTEM. THEY DID THIS THAT WEEK AND MY MOTHER WALKED INTO THE ROOM WHERE THEY WERE SHOVING TUBES DOWN HIS THROAT. HE WAS BLEEDING. AND THEY PLACED HIM ON THE RESPIRATOR, ON DIALYSIS. THEY PERFORMED MULTIPLE SURGICAL PROCEDURES ON HIS NECK, ON HIS THIGH AND POKED HIM CONTINUOUSLY WITH NEEDLES. AND I ASKED THEM WHY THEY WERE DOING THIS AND THEY TOLD ME THAT THEY HAD TO TEACH OTHER NURSES FROM CAL STATE LONG BEACH AND STUDENTS IN TRAINING. MANY TIMES THEY HAD TO WAKE US UP AT 2, 3 IN THE MORNING AND SHARE IMPORTANT INFORMATION ABOUT WHAT WAS GOING ON WITH MY BROTHER. AND I HAD TO INTERPRET FOR MY MOTHER BECAUSE THERE WEREN'T ANY NURSES OR INTERPRETERS OR DOCTORS THAT WERE FLUENT IN SPANISH. MY BROTHER PASSED AWAY APRIL 14, 2008. AND I'M HERE IN SUPPORT OF A.B.1263. I THINK THIS IS REALLY IMPORTANT. AND I'M HERE TO ASK FOR ALL OF YOUR SUPPORT. THANK YOU.
MORGAN CURRIER: GOOD MORNING, MY NAME IS MORGAN COURIER, I'M HERE ALSO WITH JULIO AND WE ARE FROM INTERPRETING FOR CALIFORNIA, WHICH IS A STATEWIDE COALITION OF COMMUNITIES UNITED AROUND MORE ACCESSIBLE HEALTHCARE FOR LIMITED ENGLISH PROFICIENT PATIENTS IN THE STATE. SO IN OUR STATE, APPROXIMATELY 1 IN 5 CALIFORNIANS SPEAK ENGLISH LESS THAN VERY WELL AND ALMOST HALF OF MEDI-CAL RECIPIENTS THROUGHOUT OUR STATE SPEAK A LANGUAGE OTHER THAN ENGLISH. WHILE WE MAY CELEBRATE THE DIVERSITY IN OUR COMMUNITIES, WE STILL HAVEN'T FIGURED OUT HOW TO ACCOMMODATE IT. AND THIS HAS PROVEN TO BE ESPECIALLY PROBLEMATIC WITHIN OUR HEALTHCARE SYSTEM. LIMITED ENGLISH PROFICIENT PATIENTS WHO COME TO OUR HOSPITALS SEEKING QUALITY HEALTHCARE ARE INSTEAD EXPERIENCING UNINTENDED HARM AS A RESULT OF LANGUAGE BARRIERS. LEGALLY THIS SHOULDN'T BE AN ISSUE BECAUSE WE KNOW THAT LANGUAGE ACCESS AND THE RIGHT TO INTERPRETATION SERVICES ARE REQUIRED UNDER CALIFORNIA CIVIL RIGHTS LAW TITLE 6 OF THE FEDERAL CIVIL RIGHTS ACT OF 1964 AND SECTION 1259 OF THE HEALTH AND SAFETY CODE. ALTHOUGH IT IS BOTH STATE AND FEDERAL LAW THAT THOSE WHO REQUEST ASSISTANCE ARE GUARANTEED INTERPRETING SERVICES, OUR COMMUNITY MEMBERS ARE FINDING THEY CANNOT COMMUNICATE WITH THEIR PHYSICIANS, WHICH HAS, IN MANY CASES, DIRECTLY RESULTED IN BRAIN DAMAGE, PARALYSIS AND EVEN DEATH, AS IN JULIO'S TESTIMONY. ONE OF OUR COMMUNITY MEMBERS, ROBERT, SHARED A RELEVANT STORY ABOUT HIS GRANDMOTHER WHO WAS SPANISH SPEAKING. SHE WAS ABLE-BODIED AND THEREFORE ATTENDED DOCTORS' APPOINTMENTS ON HER OWN. WHEN SHE VISITED DIFFERENT PHYSICIANS, EACH WOULD PRESCRIBE HER WITH A NEW MEDICATION, BUT BECAUSE OF THE LANGUAGE BARRIER THEY DID NOT MAKE THE TIME TO LEARN ABOUT HER MEDICAL HISTORY. THE WOMAN CONTINUED WITH ALL THE MEDICATIONS AS DIRECTED BY HER DOCTORS AND SOON EXPERIENCED KIDNEY FAILURE WHICH LED TO HER DEATH. HAD HER DOCTORS BEEN ABLE TO COMMUNICATE WITH HER, SHE WOULD NOT HAVE OVERDOSED FROM ALL THE DIFFERENT MEDICATIONS. BUT THIS STORY AND JULIO'S STORY ARE JUST A FEW OF THE MANY LIFE-THREATENING CONSEQUENCES THAT HAVE RESULTED FROM A LACK OF MEDICAL INTERPRETERS IN OUR HOSPITALS. WE ARE HERE THIS MORNING BECAUSE WE ARE GREATLY CONCERNED ABOUT THIS TREND AND HOW IT IS AFFECTING THE HEALTH OF CALIFORNIANS. WE'RE HERE TO SEEK YOUR SUPPORT FOR A SOLUTION. AND WE ARE HERE TO ASK YOU TO ALERT GOVERNOR BROWN OF THIS CRITICAL ISSUE BY ENCOURAGING HIM TO SUPPORT A.B.1263 WHICH WOULD ESTABLISH A MEDI-CAL INTERPRETER PROGRAM. I KNOW WE ALL WANT THE SICK AND INJURED MEMBERS OF OUR COMMUNITY TO FEEL THEY HAVE ACCESS TO QUALITY HEALTHCARE REGARDLESS OF THEIR BACKGROUND. AND SUPPORTING THIS BILL WOULD ENSURE THAT ACCESS. HOW COME SHERIFFS, M.T.A., L.A.P.D., BECAUSE BOTH ORGANIZATIONS ARE INVOLVED IN THE GRAFFITI, ALL THESE ORGANIZATIONS, TICKET CHECKERS, EVERY DEPARTMENT IN THE COUNTY AND THE CITY HAVE PEOPLE THAT RIDE ON THAT BLUE LINE, AND YET NOBODY HAS SAID ANYTHING ABOUT IT. FIRST OF ALL, BART IN SAN FRANCISCO IS HAVING STRIKES. AND ONE OF THE THINGS THEY'RE NEGOTIATING ABOUT IS BENEFITS AND PENSION. SO HOW COME THEY'RE NOT INVOLVED IN PEPRA? BUT MORE IMPORTANTLY, MORE IMPORTANTLY, HERE'S FROM DECEMBER 11, 2012, IT SEEMS THAT THE BOARD, FACT, JANUARY 1, 2013, THE CALIFORNIA PUBLIC EMPLOYEES PENSION REFORM ACT MODIFIES MOST PUBLIC EMPLOYEE PENSION SYSTEMS. FUJIOKA WHO IS HUDDLING WITH SANTOS KREIMANN IN THE BACK WOULD BE INTERESTED, BUT HE'LL GET THE TRANSCRIPT. ANYWAY, THIS GUY TALKS ABOUT HOW HE'S NOT FOR GOALS IN GENERAL. HE DOESN'T BELIEVE IN THE IDEA OF GOALS WHICH IS ODD BECAUSE MOST OF US ARE LINED UP TOWARD GOALS. This litigation involves a challenge to the County’s collection of property tax administrative fees. (10-1756)
The Board authorized settlement of the matter titled City of Alhambra, et al. v. County of Los Angeles, et al. The details of the settlement will be made available once finalized by all parties.
The vote of the Board was unanimous with all Supervisors being present.
In closed session, Item CS-2 was continued one week to August 20, 2013.
