Sub: Clarification on Tatkal Scheme. (Commercial Circular No. 57 of 2008)
Please refer to para (viii) of Railway Board’s office letter No. 2003/TG.I/20/P/Tatkal dated 12-04-2006 (Commercial Circular No. 35 of 2006) wherein it has been advised that in those trains and in those classes where average utilization of Tatkal accommodation during six months period i.e. April to September is 80% and above, Tatkal charges applicable during peak period should be charged throughout the year i.e. for both peak and non peak periods.
2. Attention is also invited to para 3 of Railway Board’s office letter of even number dated 26.06.2008 (Commercial Circular Number 38 of 2008) wherein the powers for earmarking of Tatkal accommodation in different classes have been delegated to Zonal Railways keeping in view the utilization pattern in that class during the previous financial year as well as availability of accommodation.
3. East Coast Railway while referring to these instructions has sought a clarification regarding time period which should be taken into account for deciding the trains in which Tatkal charges of peak period are to be realized throughout the year.
4. Accordingly the matter has been reviewed and it has been decided to amend para (viii) of instructions dated 12.4.2008 referred to above as under:-
“ In those trains and in those classes where average utilization of Tatkal accommodation during last financial year is 80% and above, Tatkal charges applicable during peak period should be charged through out the year i.e for both peak and non peak periods”.


    1. In other trains, Zonal Railways will realize peak period Tatkal charges during peak period and non peak period Tatkal charges during non peak period.

5. This issues with the concurrence of Finance Directorate, Ministry of Railways.

Sub: Opening of new Halt stations –Delegation of Powers
Please refer to Board’s letter no. 99/TG/IV/Halts/Policy dated 17.5.1999 and 24.6.2005 which interalia lay down the guidelines for opening of halt station under the general managers’ power.

2 The matter has been further reviewed and it has been decided with the approval of the competent authority that on Branch line sections, general managers may sanction opening of Halt station with shramdan on passenger amenity ground subject to the following.


i. The Halt is feasible from Engineering and Operating point of view.
ii The total capital expenditure on construction of each Halt station is limited to Rs.10 lakh only, including shramdan.
iii Annual Expenditure on such Halt station is limited to Rupees One Crore on each zonal railway.

iv This power is delegated for a period of one year i.c., upto November 2009.


3. Information regarding opening of Halt station under General Managers’ power may be submitted to Board at the end of every quarter.

Sub:- Rail Travel Concession.
Ministry of Railways have aqreed. as a special case to grant concession appearing in S.No.18 (2) of Annexure to rule 101 of IRCA Coaching Tariff No.25 Part 1 (Vol.II) in Second/Sleeper class to persons with earning/emoluments of not more than Rs 5000/- per month attending the 14 th National Tourn festival organised by ministry of youth Affairs&Sports at Amritsar (Punjab) from 12 th to 16thJanuary, 2009. This concession has granted as a very special case and should not be quoted as a precedent. This concession is admissible only in normal train services and not for booking of Special trains/coaches. The concessional return journey tickets may be issued on payment of one single journey second/sleeper class mail /Express fares to persons traveling more than 300 Kms. From the journey commencing station to the station serving the place of the Festival on production of the requisite certificate from the secretary ministry of youth Affairs&Sports. This issues with the concurrence of the Finance Directorate of ministry of railways.

Sub: Earmarking of seats/ berths for physically handicapped persons in

SLRD coaches. ( Commercial Circular No. 63 of 2008 )


Please refer to Railway Board letter of even No .dated 09.10.2006 (commercial Circular No.74 of 2006 ) on the subject quoted above wherein it has been inter-alia advised that unutilized handicapped quota in the SLRD coaches should be released to the general passengers at the time of preparation of charts .

2. The matter has been reviewed and it has been decided as under :-


I SLRD coaches should be treated as reserved till preparation of charts and the handicapped persons booking on handicapped concession can reserve their seats /berths in this coach on first come first serve basis.
ii At the time of preparation of charts, the berths which have not been booked will be kept vacant. As such, the extant practice of releasing vacant berths in SLRD coaches if any, to RAC/WL passengers will henceforth be discontinued. The vacant berths after preparation of charts will be available for road side handicapped unreserved passengers.

iii The unreserved passengers boarding from road side stations will board these coaches on purchasing of second class ticket.

3 CRIS will make necessary modification in the software and adivse the dateof effect to all Zonal Railways as well as this office.

Sub:- Cancellation of tickets purchased through Thin Clients in UTS.

In the present system, if a ticket is issued from a Thin Client and cancelled from a dumb terminal after the data has been transferred to the backend server, the ticket can again be cancelled from the Thin Client which has originally issued it . This fact is prone to misuse since the Thin client issuing the ticket does not check with the back end server. The metter has been examined and it has been decided that the following procedure may be adopted for cancellation of tickets issued by UTS :



  1. For tickets issued from dumb terminals, cancellation can be done from any terminal subject to connectivity being available with back end server.




  1. For tickets issued from thin clients, if network connectivity is available, then cancellation may be permitted from any counter. However, if connectivity is not available then cancellation will be permissible only from the terminal which issued that ticket since transaction data would be stored on that terminal.



Under all options operator must be having physical custody of the ticket being cancelled and the said ticket should not be more than 24 hrs. old.

Please refer to Board’s letter under reference wherein the validity of MoU signed between Ministry of Railways with State Bank, Punjab-National Bank, Indian Bank Canara Bank, Union Bank of India, Dena Bank and Bank of Baroda for installation of ATMs at 1393 locations and the time period for installation of ATMs at 440 locations by 8

other banks (Indian Overseas Bank, Bank of India, J&K bank, UCO Bank,HDFC Bank, ICICI Bank, Bank of rajasthan and AXIS Bank) were extended upto 30 th Sept 2008 Since the banks have encountered a number of difficulties in installation of ATMs, they have requested to extend the validity period.


The matter has been reviewed abd it has been decided to extend the validity period of the same upto 31 st March 2009. Zonal Railways may take all necessary steps to ensure expeditious installation of ATMs as per terms and conditions mentioned in Mou and standard Agreement

Reference Board’s telemax of even number dated 12.03.08 (comml.Circular No.16of 2008) wherein instruction were issued for issue of free MSTs to girl student studying upto graduation and boy students studying upto 12th standard graduation means courses with 3 years duration in the stream of Arts, Science and Commerce like BA,B.SC, B.COM etc It is clarified that free MST will be issued only upto graduation only and it will not be issued to professional courses like B.Ed, L.L.B, B.E, B. Tech , M.B.B.S. ect or any other Diploma courses or any other equivalent courses.

Sub: Acceptance of weightometer/Belt Weigher at par with weighbridges for weighment of loose consignment. (RATES CIRCULAR NO. 50 OF 2008)

Ref: Board’s letter of even number dated 21.05.2008
Sanction of the Ministry of Railways is hereby accorded for use of weightometer/ Belt Weigher for the purpose of weighment of loose consignments at Dudhichua (ECR) on an experimental basis for a period of 3 months only subject to fulfillment of certain terms and conditions.

The terms and conditions are as under:

(i) The model of weightometer/ Belt Weigher should be approved by Ministry of Consumer Affairs, Food and Public Distribution.

(ii) Two weightometers should be installed on each belt to countercheck the weight of each other.

(iii) The weighment will be done continuously and totaled by belt weigher alongwith belt conveyor.

(iv) The loading is undertaken through chute/ Silo. It is not, repeat not permissible in case of loading by payloaders.

(v) Accuracy and proper functioning of the Weightometer/ Belt Weigher should be certified by Weight and Measure Department of the concerned State, regularly, as per rules.

(vi) The weighment by Weightometer/ Belt Weigher should be witnessed by nominated Railway staff who will ensure that the measured quantity of loose consignment goes into the wagon through chute/silo or other mechanism feeding loose material into the wagon. If exclusive staff has to be posted for the purpose, the cost of such Railway staff will be borne by the contractor.

(vii) RR will be prepared on the basis of weighment details recorded by weightometer. In case of failure, RR will be prepared as per weighment details from Associate In-motion weighbridge or as per senders’ weight, as the case may be.

(viii) The weighment of consignment as per above will be treated as first weighment. Such consignment should not be re-weighed en-route in normal circumstances.

(ix) However, if situation warrants so and the consignment is reweighed en-route,the tolerance limit for difference in weight will be dealt with in terms of Rule No.117 of IRCA Goods Tariff No.41 Pt.I Vol.I.

These instructions will come into force w.e.f. 15.10.2008 and will remain valid upto 14.01.2009. Railway shall furnish monthly appreciation report of the working of the scheme indicating their recommendation for continuation or otherwise of the scheme.

This issues in consultation with Mechanical and with the concurrence of Finance Directorate of Ministry of Railways.

Amendment No. 3 to Rates Circular No. 76 of 2007

Sub: Permitting running of freight trains on CC+6 routes Universalisation.

1.0 In terms of Rates circular No. 76 of 2007 and amendments thereto, instructions were issued for universalisation of CC+6 routes. In addition to this, a list of “ excepted CC+6 routes” was also annexed to the circular.
2.0 It has been decided to delete the sections viz. (i) Wani –Pampalkuti (CR) and (ii) Muzaffarpur –Narkatiaganj-Valmikinagar (ECR) from the list of ‘expected CC+6 routes’.
2.1 Accordingly , the Annexure attached to the Amendment No. 2 to Rates Circular No. 76 of 2007 (circulated vide this office LRA 174 of 2007 (Goods) has been modified and is enclosed here with as Annexure.
3.0 All other details of Rates circular No. 76/2007 will remain unchanged.


  1. These instruction will come into force w.e.f 01.10.2008.

Sub: Adjustments in classification of commodity. (Rate Circular No 54 of 2008)
1.0 Sanction of the Central Government is hereby accorded to revise the Classification of ‘Iron Ore’ meant for domestic consumption for manufacture of Iron and Steel at Class 180 for trainload movement subject to fulfillment of conditions laid down in Para 3 and 4 of Rates Circular No. 30 of 2008.
2.0 Accordingly, the word “Class 170” mentioned in Para 2 and 7 of Rates Circular No. 30 of 2008 should be replaced with the word “Class 180”.
3.0 Accordingly, footnote below the commodity head “Mineral and Ores” appearing at S.No.13 of the IRCA Goods Tariff No.45 Pt. I (Vol. II) inserted vide Rate Circular No. 24 of 2008, should be replaced with the following:


  1. Mineral and Ores”

“ ** Iron Ore will be charged at Class – 200X. Iron Ore meant for domestic

consumption for manufacture of Iron and Steel, will be charged at Class-180”
4.0 This instruction will be effective from 13.10.2008 till further orders.

Reference Rates Circular No.54 of 2008 issued vide Board’s letter of even number dated 6.10.2008 whereby sanction of the Central Government has been accorded to revise the Classification of ‘Iron Ore’ meant for domestic consumption for manufacture of Iron and Steel at Class 180 for trainload movement subject to fulfillment of conditions laid down in Para 3 and 4 of Rates Circular No. 30 of 2008.
