Ref: This office letter of even number dated 22.12.2004 (Commercial Circular No.49 of 2004).


As per the instructions contained in this office letter dated 22-12-2004 referred to above, the passenger booking e-tickets has to specify at the time of booking the type of one of the specified identification card, he/she will be carrying during the journey. In case the passenger forgets to carry that proof, he/she is considered travelling without ticket and penalized accordingly, even if he/she has some other valid proof to establish his/her identity. This has become a cause of complaint and is acting as impediment in the proliferation of e-ticketing.
2. The matter has been reviewed and it has been decided as under:-
(i) The existing provision of specifying the type of proof of identification at the time of booking e-ticket should be dispensed with.

(ii) Since the condition of indicating proof of identity has been dispensed with, the concept of master passenger (whose ID is indicated on the ticket – two permissible at present) will no longer be there. In fact, during the journey even if any one passenger booked on an e-ticket presents any of the five identity cards mentioned below in original, the same may be accepted as proof of

identity:-
a) Voter Identity Card.

b) Passport.

c) PAN Card.

d) Driving Licence; and

e) Photo identity cards issued by Central/State Government.
It will be the responsibility of the passenger carrying any one proof of identification mentioned above that the other passengers booked on the e-ticket are bonafide passengers and are not travelling on someone else’s name.
(iii) If none of the passenger is carrying any one the proof of identity as mentioned in para (ii) above, the passengers will be treated as travelling without ticket and shall be charged accordingly.

(iv) The existing provision of carrying Electronic Reservation Slip(ERS) will continue and if the passenger fails to carry the ERS, a penalty of Rs.50/- will be imposed.

(v) There will be no change in other instructions regarding e-ticketing scheme.

(vi) Necessary Software changes arrangements may be made accordingly by CRIS/IRCTC who will inform the date of effect to this office as well as all zonal Railways.

(vii) Suitable instructions may be issued to all concerned particularly ticket checking staff so that no inconvenience is caused to the bonafide passengers booked on e-ticket.

(viii) Staff involved in harassment of e-ticket users should be dealt with strictly and it may be ensured that there is no complaint on account of ignorance of this provision.

(ix) Wide publicity should be given by IRCTC and zonal railways about this feature for the information of general public.

(x) A review of the changes made will be undertaken after six months taking into account the following factors:-


a) The number of occasions in which the name of the passenger was got changed in tickets booked as e-tickets;

b) Misuse of the changed provisions by unscrupulous element;

c) Any other information received from Zonal Railways or some other sources.
3. Zonal Railways may, therefore, send the month-wise details of incidence mentioned in para 2(x) above during the first four months of making this provision by CRIS/IRCTC, to enable this office to review the modified provisions.
4. This issues with the concurrence of Finance Directorate of Ministry of Railways.

Please refer to Railway Board office letter of even No. dated 08.10.2008(Commercial Circular No. 56 of 2008) on the subject quoted above wherein inter-alia it has been advised that the condition of indicating proof of identity at the time of booking e-ticket has been dispensed with and now the passenger can carry any one of the five proofs of identity permissible under the scheme during the journey. IRCTC has advised that necessary changes in the software will be released for the customers from 01.11.2008. It is, therefore, desired that:-
(i) The instructions dated 08-10-2008 should be made effective w.e.f. 1.11.2008 in respect of e-tickets for journey dated 01-11-2008 onwards booked before or after 01-11-2008.
(ii) Zonal railways may, therefore, direct ticket checking staff that in case of tickets booked before 01-11-2008, if any passenger who has booked e-ticket fails to produce the same identity card as mentioned on e-ticket but he/she or any other passenger booked on that particular e-ticket produces any other original proof of identity mentioned in the scheme, that proof of identity should be accepted as valid proof of identity and no penalty should be realized from such passengers.
(iii) In case of e-tickets booked after 01-11-2008, there will no indication of proof of identification and as such even if any one passenger booked on a particular e-ticket produces any original proof of identity mentioned in the scheme, that proof of identity should be accepted as valid proof of identity and no penalty should be realized from such passenger(s).
(iv) It is reiterated that any staff involved in harassment of e-ticket users should be dealt with strictly.

Sub: Earmarking of Reservation quota for Cancer Patient (Commercial Circular No. 61 of 2008)
There has been demand for earmarking of separate quota for Cancer patient. At present this quota has been earmarked in Sleeper/AC-3 tier classes for Cancer Patient traveling either alone or accompanied by attendant on eligible concession order in 9 trains originating from Mumbai area of Central Railway.
2. The matter has been further reviewed and it has been decided as under:-
(i) The cancer patients and their attendants travelling on concessional tickets issued in exchange of concession certificate as mentioned in column 4 of S.N.11 of Annexure of Rule 101 of IRCA Coaching Tariff Part I, Vol-II approaching for reservation will be provided accommodation out of the general quota, if vacant at the time of booking.
(ii) In case all the confirmed berths are already booked, computerized Passenger Reservation System (PRS) will automatically access Emergency Quota and provide them confirmed berths out of the Emergency Quota of that class earmarked at originating/intermediate station, whose general quota was being accessed.
(iii) Hence the cancer patients travelling with their attendants would now be provided accommodation in following sequence:-

a) General quota- to the extent available(till wait list is started)

b) Cancer quota – to the extent available, wherever defined.

c) Emergency quota- to the extent available.

d) General wait list.
(iv) The emergency quota controlling authority before releasing the emergency quota will first check with the PRS terminal and should allot only the left over available berths in emergency quota so as to avoid any excess allotment of berths out of the emergency quota i.e. in case out of 20 berths earmarked as emergency quota in any class in a train, six berths has already been allotted to cancer patients and their attendants at the booking counter itself, the emergency quota controlling authority will release only 14 berths.
(v) In case subsequent to release of Emergency Quota, the number of actual availability of berths/seats gets reduced due to booking by Cancer Patients, Quota controlling authority would reduce the emergency quota allotment to that extent.
(vi) If any berth(s) booked by Cancer patient(s) against Emergency Quota is cancelled before preparation of charts, the same should revert to the Emergency Quota.
3. Necessary modifications in the software has been carried out by CRIS and have been offered to Zonal Railways for testing.
4. It is desired that this facility should be available on-line w.e.f. 01.12.08 for Cancer patients and their attendants traveling on concessional certificate.
5. Necessary instructions may be issued to all concerned and wide publicity should

be given through all possible means for the information of general public.

Sub: Running of VP coach vice Inspection Carriage as 25th Coach in passenger carrying trains.

Ref: Railway Board’s letter No. 92/CEDO/SC/4/0 Pt.-I dated 23.11.2008.


In passenger carrying trains running with 24 coaches, there is permission to attach an Inspection Carriage as a 25th Coach as per the provision of Railway Board circular under reference.

It has now been decided that this provision shall be extended to include a leased Parcel Van also. Therefore, henceforth the 25th Coach can be an Inspection Carriage or a leased Parcel Van. The running of 24 + 1 Parcel Van will however, be subject to concerned CME certifying the adequacy of powering of train. Railways should improve the parcel loading with above relaxation.

This issues with the approval of Board (MT & MM).
