Sub: Adjustments in classification of commodities. (Rates Circular No. 70 of 2008).
Sanction of the Central Government is hereby accorded to revise the Classification of Main Commodity Head ‘Cement’ from class 140 to Class 150 and ‘Coal &Coke’ from class 140 to class 150 for trainload movement.

2.0 Accordingly, amendments may be made in General Classification of goods of IRCA Goods Tariff No 45 Pt I (Vol; II ) by changing the classification of main commodity head at S.No 5 and S.No 8 of the Tariff and inserting the following footnote below the main commodity head at S No.5

(i) “Cement”

* Fly Ash will be charged at Class 120


3.0 These instructions will come in to force with effect from 08.12.2008.

Sub: Review of Terminal Incentive cum Engine on Load (TIEL) scheme.
It has been decided by the Board (MT) that implementation of ‘TIELS’ issued vide Frieght Marketing Circulars No. 9 of 2006 dated 6.03.2006 and 16 of 2007 dated 24.5.2007 would be kept on hold till further orders and no new agreements will be entered into.
While pending ‘TIELS’, it may be noted that provisions in para 1 and 6 of the Freight Marketing Circulars No. 9 of 2006 dated 6.03.2006 pertaining to limiting of free time for all future terminals shall continue to be applicable.

Sub: Policy Guidelines –Freight Incentive Schemes and Transportation Products.

Ref:- Corrigendum No.2 to Rates Circular No. 25 of 2008.


In terms of Board’s letter TCR/1078/2008/15 dt. 07.11.2008 (Corrigendum No. 2 to Rates Circular No. 25 of 2008),Incentive Scheme for Short Lead Cement Traffic was introduced. Certain queries have been raised about the scheme. The matter has been reviewed. Following clarifications are issued about the scheme.
Concurrent Freight Concession


  1. Concurrency of the concession will be strictly as per the stipulation mentioned under the heading “Concurrent Freight Concession” of the scheme. Concession under various other Freight Incentive Scheme mentioned in Rates Circular No. 25 of 2008 like LTSIS, Incentive Scheme for Traditional Emtpy Flow Directions, Incentive Scheme for loading bagged Consignment in BOXN etc will not be permitted concurrently with the incentive Scheme for Short Lead Cement Traffic.

However, there may be cases when a customer who has already been sanctioned concession under any other scheme like LTSIS, may want to avail concession for particular stream of traffic under this scheme . In such case, concession under this scheme for that particular stream of traffic may be granted provided the same traffic is not granted concession under any other Freight Incentive Scheme and for scheme like LTSIS, this traffic will not be reckoned for the purpose of fulfillment of earning target.


(ii) Graded concession effective from 01.4.2003 (Rate Circular No.11 of 2003 ) will be permitted. However, the lead upto 50 Km, for which permissible graded concession is 50%, has been kept out of the purview of the subject scheme. Even in these cases, floor rate condition as mentioned in circular under reference must be ensured. Rates should not be less than what they would be for class LR -2 for lead of 100Km
Condition no. 9 of the scheme
For the purpose of granting concession, incremental NTKM for the entire period of the scheme (i.e from 15.11.08 to 14.05.09) compared to NTKM earned for the entire corresponding period of previous year (i.e from 15.11.2007 to 14.5.2008) will be considered. The incremental NTKM will not be calculated on monthly basis.
If the NTKM earned for the distance 51 to 300 Kms for the period 15.11.2007 to 14.05.2008 is exceeded while loading of a particular rake during Februrary 2009 (during the validity of this scheme ), concession will be given in February 2009 from the next rake subject to fulfillment of all other terms and conditions, provided NTKM earned for the distance 301 Km and above for the period 15.11.2008 to 31.01.2009 is more than the NTKM earned for the distance 301 km and above for the period 15.11.2007 to 31.01.2008.
In certain cases, the customer may become eligible for concession under subject scheme during the period 15.11.2008 to 30.11.2008. In such case, concession will be granted as refund subject to fulfillment of all other terms and conditions, provided NTKM earned for the distance 301 km and above for the period 15.11.2008 to 30.11.2008 is more than the NTKM earned for the distance 301 km and above for the period 15.11.2007 to 30.11.2007.
Applicable Terminals
The scheme clearly lays down that the scheme will be applicable to all terminals except goods shed where the NTKM of bagged cement traffic in the corresponding period of previous year was Nil. The scheme is applicable is cases of all private .assisted siding, even if the NTKM of bagged cement traffic in corresponding period of previous year in private/assisted siding is nil. In such cases, the entire traffic becomes incremental.

COM and CCM of Zonal Railways should actively interact with the customer and explain to them modalities and advantages of the scheme so as to attract short lead cement traffic from road to rail.

Sub: Clarification as regards levy of Wharfage /Stacking Charge.
A Clarification has been sought whether Wharfage is leviable on the goods/consignment to be unloaded from the wagon which is detained ( beyond free time of unloading of wagons ) at a private siding.
The matter has been examined and it is clarified that Wharfage Charge is levied on goods./consignment not removed from a railway premise after the expiry of free time. Thus , Wharfage Charge is leviable for detention of goods at railway’s premise like railway station, platform, goods shed, godown, railway siding or any other type of railway’s wharf. This charge is not leviable for detention of goods in railway’s wagon or at private siding.
This issues in consultation with Finance Dte of the Ministry of Railways.

Corrigendum No. 05 to Rates Circular No.25 of 2008

(CORRIGENDUM)


Sub: Standard rake size of BG wagons for grant of trainload rate benefit.

Ref: Board’s letter of even number dated 13.06.2008 (Rates Circular No.25 of

2008) and corrigendum thereto (circulated vide this office LRA 69, 137, 152, 153, 156 of 2008)
1.0 In terms of Annexure-II attached to Board’s letter of even number dated 13.06.2008 (Rates Circular No.25 of 2008), composition of Block Rakes of different BG wagons has been notified.
2.0 Matter has been reviewed. It has been decided to revise the standard rake size of certain wagons. Accordingly, the Annexure-II attached to the Rates Circular No.25 of 2008 has been modified and enclosed herewith.
3.0 The relaxation given vide Corrigendum No.3 to Rates Circular No.25 of 2008 for combination of two points and multipoint rakes and for composition of CONCORD rake

till 31.12.2008, will continue to remain in force.


4.0 These instructions will come into force w.e.f. 20.12.2008 and will remain in force till further advice.
5.0 This issues in consultation with Traffic Transportation Directorate and with the concurrence of Finance Directorate of Ministry of Railways.
