Sub:Policy Guidelines- Freight Incentive Schemes and Transportation Products (Corrigendum No.2 to Rates Circular No. 25 of 2008)
Several Freight Incentive Schemes were issued vides Rates Circular No. 25 of 2008. Sanction of the Central Government is accorded for introduction of following Freight Incentive Scheme for cement booked for short lead as part of Rates Circular No. 25 of 2008


    1. Incentive Scheme for Short Lead Cement Traffic


Objective
This Scheme aims to generate additional volume of bagged cement traffic moving to short lead destination which, currently, is primarily moving by road. Incentives under this scheme should be granted primarily to divert traffic from competing modes to rail.

Incentive
Freight Discount as prescribed in table below may be granted on the freight rate (NTR) on incremental NTKM earned on bagged cement traffic booked for lead between 51 kms and 300 kms, at the time of issue of RR.

20% on the initial 50% incremental NTKM, and 40% on the balance incremental NTKM beyond 50%


Floor Rate

Minimum chargeable Freight Class after all the permissible concurrent discounts should not be less than Class LR-2.



Benchmark

NTKM earned for lead between 51 kms and 300 kms in the corresponding period of the previous year.



Permitted Terminals

The scheme will be applicable to all terminals except goods sheds where the NTKM of bagged cement traffic in the corresponding period of previous year was nil.



Permitted Commodities

Applicable only for cement traffic moving in bagged condition.



Lead Restriction

Freight concessions under this Scheme can be granted to cement traffic with leads from 51 kms to 300 kms.



Permitted Wagons

All types of wagons



Seasonal Restriction

No restriction



Concurrent Freight Concessions

Concession under WIS, LWIS, TDS, TIELS and Rates Circular No. 80 of 2007 & Rates Circular No. 07 of 2008 will be permitted concurrently with concession under this Scheme



Conditions

1. This Scheme will be applied to each terminal separately and independently for customers operating from multiple terminals.

2. Concessions will be granted on incremental NTKM of traffic booked for lead between 51 kms and 300 kms during the period from 15.11.08 to 14.05.09.

3. NTKM earned from a terminal to any number of destinations will be eligible under the Scheme.

4. The consignor should be a cement manufacturing entity.

5. The application for availing concession under this scheme should be submitted to DRM concerned latest by 30.11.08.

6. Application for availing discount will have to be finalized within 15 days. The acceptance/ regret letter should be issued latest by 15.12.08.

7. While approving proposals for grant of concession for loading from goods shed, it must be ensured that the existing traffic is not diverted for availing concessions under this scheme.

8. The discount will be granted at the time of issue of RR itself. For the period during which discount could not be granted on incremental NTKM at the time of issue of RR itself due to late issue of acceptance letter, the same will be granted as refund.

9. The concession will be granted in a particular calendar month during the concession period only if there is increase in the cumulative loading (in NTKM) for the lead slab 301 kms and above to the end of the previous month of the concession period vis-àvis comparative period of the previous year.


10. Traffic booked under this Scheme will not be rebooked or diverted.

11. CCM and FA&CAO will send a joint report regarding the effect of the scheme on loading and earnings of every month latest by 10th of the following month. This report should indicate a comparison of loading and earnings with corresponding period of the previous year.

These instructions will be effective for cement traffic booked from 15.11.2008 to 14.05.09.

Sub: Transportation of Relief Material/Fodder to notified flood affected districts of Bihar State: free of charge. (Rates Circular No. 68 of 2008)
1.0 In continuation to Board’s letter of even number dated 12.11.2008 (Rates Circular No.65 of 2008) in regard to the transportation of relief material/fodder by rail from any station to the notified flood affected districts of Bihar, free of charge, for distribution in the notified flood affected districts of Bihar, sanction of the Central Government is hereby accorded to the extension of period for transportation of relief material/fodder beyond 12th November 2008 upto 30th November 2008,
2.0 All other terms and conditions will continue to apply unchanged.
3.0 This issues with the concurrence of Finance Directorate in the Ministry of Railways.

    1. In supersession of Board’s letter of even number dated 20.10.2008(Rates Circular No.57 of 2008 circulated vide this office LRA 128 of 2008 (Goods) dtd 22.10.08), sanction of the Central Government is hereby accorded to fix the Permissible Carrying Capacity (PCC) of BOXNLW and BOXNLWM1 wagons as per the following:

1.0 In terms of Annexure-II attached to Board’s letter of even number dated 13.06.2008 (Rates Circular No.25 of 2008), composition of Block Rakes of different BG wagons has been notified.
2.0 It has been decided that standard rake size of BOBSNM1 wagon, appearing at S.No.10 of Annexure-II attached to Rates Circular No.25 of 2008, may be revised as per the following:
