Assisted Sector Companies
11.151 The State Government during 2005-06 formed five ‘Assisted Sector Companies’ on Joint Venture with the West Bengal Housing Board. Names of private partners of such Assisted Sector Companies as follows:


  1. Bengal D.C.Paul Group Construction Private Limited

  2. Bengal Marlin Projects Limited

  3. Bengal Kaushalaya Infrastructure Development Corporation

d . Bengal Multiple Groups

e. Bengal Sunny Rock Estate & Development Private Limited.

The Housing Board has already signed MOU with the above mentioned companies. The activities of these Assisted Sector Companies are expected to start soon.

Government Company

11.152 WBHIDCO was set up in April,1999 as a Government Company under the Companies Act,1956. This Company is developing ‘New Town, Kolkata’ Project at Rajarhat. This Township will cover an area of 3779 hectares and it is planned for accommodating 7.5 lakh residential population and 2.5 lakh floating population. About 50 per cent of dwelling units belongs to Co-Operative Housing Societies.


11.153 So far, 2730 hectares out of 3779 hectares of land acquired. 1406 hectares of land already developed by earth filling out of total 2813 hectares of developable land.

This Township is divided in 4 Action Areas i.e Action Area-I (AA-I), Action area-II (AA-II), Action Area-III ( AA-III), Action-IV (AA-IV). Developmentof AA-I covering 677 hectares is almost complete in all respect excepting of internal roads i.e., 20 km. completed and 44 km. is under constructed.


11.154 Infrastructure development of AA-II of 1260 hectares and AA-III of 783 hectares are going on in full-swing and expected to be completed during the 11th Plan period. Development of AA-IV of 732 hectares is in planning stage. Total no. of plots of different size so far allotted to individual families and Co-operative Societies is 7836 covering area of 33770.75 cottah. Within a short span of 7 years , an expenditure of Rs. 1150 crore has been incurred towards infrastructure development of this project.

11.155 Other salient features of the New Town Project are as follows:




  • West Bengal Housing Board has already constructed 452 flats ( LIG-96, MIG-112,& HIG-244) and Joint Venture Companies of the West Bengal Housing Board have completed 1524 flats ( LIG-224, MIG-572,& HIG-728) in New Town, Kolkata..

  • WBHIDCO already completed 1664 EWS flats in New Town, Kolkata

  • 8 Housing Projects (LIG-1419, M.I.G.-2828, HIG-3808) by West Bengal Housing Board are in progress in New Town, Kolkata.

  • Setting up one International Convention Centre on 100 acresof land by Bengal Unitech.

  • Construction of 20000 MIG and LIG Dwelling Units on 150 acres of land by Shapoorji Palanji Ltd.

  • Bulk housing on 100 acres of land and IT activities on 50 acres by Unitech.

  • Development of IT complex by WEBEL on 10 acres of land developed by DLF.

  • Development of IT park by WEBEL through 48 small IT players.

  • Engineering college by Techno India Group.

  • Delhi Public School by a Charitable Trust.

  • Neighbourhood Market Centre by Bengal Peerless Housing Development Company Ltd.

  • Super Market Complex (AXIS) by Bengal Peerless Housing Development Company Ltd., City Centre by Bengal Ambuja Housing Development Ltd., Shopping Mall By Bengal Shrachi Housing Development Ltd., Housing Complex for NRI for around 900 Dwelling Units By Rosedale Developers Pvt. Ltd., Residential Complex by Indian Railway Welfare Organization and NBCC.

  • Bus Terminus on 4 acres of land by Bengal Greenfield Housing Development Company Ltd.

  • Major Office Complex by Bengal Shrachi Housing Development Ltd. at Central Business District.

  • Setting up of Chittaranjan Cancer Research Centre on 10 acres of land.

  • Setting up of TATA Cancer Research Hospital and Institute on 10 acres of land ,.

  • Setting up of one 5-Star Hotel by Shristi Group and one 3-Star Hotel by Salrpuria Group.

  • A Joint Venture Company , New Town Electric Supply Company, has been formed between WBSEB & WBHIDCO to arrange power supply and distribution of the same in the New Township. The work for supply of power by NTESC has already been taken up . Construction of different sub- stations are in progress.

11.156 Again some following major infrastructure development works have been completed at New Town, Kolkata:




  • 6 lane RCC bridge over Krishnapur Canal.

  • RCC bridge over Bagjola Canal.

  • 10.75 km. long 6 lane- Major Arterial Road (MAR) from VIP Road to the bridge over Bagjola Canal

  • Fly-over on MAR and VIP Road Junction.

  • Installation of one 33/11 KV Substation by WBSEB

  • Balley Bridge over Bagjola Canal.

  • Rigid pavement work at Salt Lake side.

  • Installation of 4 deep tube-wells, 7 overhead reservoirs,

  • 6 Intermediate Sewage Lifting Stations (SLIS) and 2 drainage pumping stations.

  • Re-modeling and desilting work of Krishnapur Canal for a stretch of 8 km. has been completed and The State Government provided grant of Rs. 358 lakh from Plan Head.

Other Activities of WBHIDCO


11.157 Other ongoing Infrastructure Development Projects undertaken by WBHIDCO are as follows:


  • 5.75 km. long Arterial Road ( North South Corridor ) with 6- lane carriage way

  • 6.5 km. long Arterial Road (East West Corrider ) with 6-lane carriage way

  • 2nd Bridge ( 6-lane Divided Carriage Way ) over Bagjola Canal .

11.158 WBHIDCO has taken up different welfare activities for project effected people and also taken up neighbourhood development schemes with project cost of Rs. 75 crore . Again this Company has obtained loan of Rs. 390 crore from WBIDFC, National Housing Bank, HUDCO,Allahabad Bank and Oriental Bank of Commerce.

11.159 Out of the Budget Estimate of Rs. 399.32 crore during the year 2006-07 , WBHIDCO has incurred an expenditure of Rs. 66.23 crore up to September, 2006.

KMDA

11.160 During this year, under The Kolkata Metropolitan Development Authority (KMDA) , about 308 flats at Baishnabghata – Patuli, 323 flats at East Kolkata, 40 flats in Salt Lake, 32 flats in Kalyani are being completed. Construction works for 769 flats at Salt Lake,Baishnabghata-Patuli,East Kolkata,Barrackpore and Kalyani, are in progress.


11.161 Again, KMDA has already completed 332 units at Baishnabghata-Patuli,96 units at Chetla,448 units at Nonadanga and 48 units at Panihati for providing dwelling units to the poorest section with no shelter.


IHSDP

11.162 This scheme, Integrated Housing and Slum Development Programme(IHSDP), is for provision of shelter including upgradation and construction of new house, community toilets, community centres, community bath and physical amenities like water supply, drainage, street lights, roads, etc. in the slum areas.


11.163 Integrated schemes for 11 ULBs have been sanctioned by the Government of India at a project cost of Rs. 12257.91 lakh of which 80 per cent is Central assistance and rest is State share, ULB share and beneficiaries share only in respect of construction/upgradation of houses.
11.164 Integrated projects amounting Rs. 7287.18 lakh for six ULBs, Rs. 5669.39 lakh for four ULBs and Rs. 3650.00 lakh for three ULBs, are expected to be sanctioned within this financial year.
IAY
11.165 Indira Awas Yojana (IAY) is a programme for providing low cost housing to the poor. The cost of IAY is shared by the Centre and the State at a 75:25 ratio. Eighty per cent of fund under IAY is utilised for construction of new houses and 20 per cent is utilized for upgradation of existing kuccha houses.
11.166 In 2005-06, under,IAY, 65,684 number of new houses were constructed. 41,197 new houses constructed for scheduled caste and tribe beneficiaries, i.e. 62.72 per cent of total new construction was for them. Again, during this year, 33,575 number of kuccha houses were upgraded of which 20,932 houses belonged to SC and ST beneficiaries. Thus, 62.34 per cent of total upgraded houses was belonged to these beneficiaries.
11.167 In 2006-07, up to the month of November,2006, the total number of 44,279 new houses have been constructed under IAY of which 27,989 number of new houses for SC and ST beneficiaries. Thus, 63.21 per cent of new houses have been belonged to those beneficiaries. Again, during the same year, 23,072 number of kuccha houses have been upgraded of which 14,411 belonged to SC and ST beneficiaries i.e. 62.46 per cent of the total houses upgraded has been owned by them.
