DINNER MEETINGS

Since it’s founding in October 1963, The Cape Canaveral Chapter has held monthly dinner meetings, providing a forum for the members to advance their education in the field of Contract Management.

January 4, 1966 – Patrick AFB Officer’s Club - William Wilken, JFK Space Center – “Phased Planning Project (PPP)“ and E. Broome, President Symetrics - “Problems which Face Small Business in the Procurement Field”.

February 8, 1966 - Patrick AFB Officer’s Club – Robert Crouse, President Mid Florida Chapter reported on the Contracts Symposium held in January – Col. Greg Frese conducted the evening program, which discussed procurement and contract-associated problems.

March 7, 1966 – Patrick AFB Officer’s Club - Mr. Gister, Martin-Orlando – “Methods Used in Martin-Orlando in Planning and Controlling Project Performance”.

April 12, 1966 - Patrick AFB Officer’s Club – This was a joint meeting with the Federal Bar Association – Louis Spector, Chairman of The Armed Forces Board of Contract Appeals – “History of the Board of Contract Appeals”.

June 1, 1966 – Patrick AFB Officer’s Club – Howard W. Neffner, Vice President of Contracts, The Boeing Co. - (Topic Unknown). Mr. Neffner installed the new Officers. Awards were presented b Bill Roy.

July 5, 1966 - Patrick AFB Officer’s Club – Judge Volie A. Williams, Ninth Judicial Circuit Division B Counties of Brevard and Seminole – “A Worthy Creation”.

August 2, 1966 – Brevard Hotel, Cocoa, FL – R. Gordon Relyea, Chapter Activities Chairman – “How Professional Are You?”

September 6, 1966 – Indian Harbour Pines – G. Q. Butler, Director of Materiel, Martin Co. – Ethical Considerations.

October 4, 1966 – Rockledge Country Club – Brig. General Thomas S. Jeffrey, Vice Commander, Aeronautical Systems Division, Wright Patterson AFB, Ohio – “An Overview of the Weapons System of Procurement”. (General Jeffrey could not attend. Instead Bill Roy gave a report on activities at the National Level. John Simmons conducted a miniature workshop with a sample FAA guarantee clause.)

November 1, 1966 – Eau Gallie Yacht Club – Woodrow W. Storey, Vice President, Contracts, Martin Co., Friendship International Airport, Maryland – “Intelligence Management”. Dinner PRICE was $4.00.

December 6, 1966 - Patrick AFB Officer’s Club – George Buchanan, Contract Administration Division, AF Test Site Office; George M. Lott, Contract Review Section, Procurement, NASA, KSC; James E. Rice, Office of Counsel, NASA, KSA; W. J. Wilken, Support Contracts Branch, NASA, KSC – “The Other Side of It”.

At the above meeting the menu was Steak-A-Bob in Indian Rice, Garden Peas, Tossed Salad, Rolls and Butter, Apple Pie, Coffee or tea. PRICE: $3.00 per person!



January 10, 1967 - Patrick AFB Officer’s Club – Col. Gregory C. Frese, Jr., USAF, Washington DC – “The Organization of The ASPR Committee and Selected Cases Under Consideration”.

February 7, 1967 - Patrick AFB Officer’s Club – General Gerald Fay Keeling, Deputy Chief of Staff, Air Force Systems Command, Andrews AFB, Maryland – “Current Developments and Problems in Procurement”. (General Keeling was unable to attend due to a Washington blizzard. Instead Robert G. Relyea spoke on “AFPI Treatment of Credit Cards”.

March 1967 – The 4th Annual Southeastern Symposium replaced the regular dinner meeting.

April 4, 1967 – Royal Oak Country Club, Titusville, FL – A. A. Landesco, Jr., Manager, Contract Negotiation and Administration, RCA – “Basic Inconsistencies in U. S. Government Policies and Practices”.

May 9, 1967 - Patrick AFB Officer’s Club – Robert H. Charles, Assistant Secretary of the Air Force – “Total Package Concept”. Attendees included General E. Ramme, Director Supply & Services, Hq. USAF; Col. E. Dingivan, Hq. USAF; Mr. L Sullivan, Hq. USAF; Col. R. H. Cobb, Vice Commander, AFETR; Col. J. C. Clark, Director of Procurement, AFETR; Col. D. D. McCall, Comptroller, PAFB; Col. J. M. Kirkland, Chief Range Contract Mgt. Office, AFETR; Mr. Robert Crouse, National Director, Mid Fla. Chapter; Mr. C. Pearson, President Brevard County Bar Association; Mr. R Heath, President Elect, Mid Florida Chapter; Lt. Col. G. Palmer, Washington Chapter; and members of the Federal Bar Association.

For the above meeting the menu was a Buffet with Roast Turkey, Prime Rib of Beef, and Fried Shrimp. PRICE: $3.75 per person!



June 6, 1967 - Patrick AFB Officer’s Club – George J. Vecchietti, Director of Procurement, NASA – “Procurement Trends” – George Vecchietti Installed the new Officers. Wives were invited to this meeting.

July 11, 1967 - Patrick AFB Officer’s Club – Dr. George T. Kennedy, Professor, Florida State University, PAFB. – “Managerial Factors that Effect Launch Organization Performance”.

August 1, 1967 - Patrick AFB Officer’s Club – Jack E. Peterson, President, Peterson Publishing Co. – “Contracting for Technical Publications”.

September 5, 1967 - Patrick AFB Officer’s Club – Dr. Leo C. Miller, President, Brevard Junior College, Cocoa, FL. – (Topic Unknown). This was a joint meeting with the Indian River Chapter, Florida Engineering Society; National Society Professional Engineers; and the Federal Bar Association.

October 3, 1967 - Patrick AFB Officer’s Club – Dr. Jerome P. Keuper, President, Florida Institute of Technology – “The Professional Manager”. This is a joint meeting with the Mid Florida Chapter of NCMA. Dr. Keuper awarded a Certificate of Professional Designation in Contract Management to Albert Staines of RCA. Mr. Staines was the first student to receive this award.

November 7, 1967 - Patrick AFB Officer’s Club – Roy H. Beaton, Apollo Support Department, General Electric Co. – “The Contract Manager’s Role in Program Management”.

December 1967 – L.V. (Smokey) Stover, Sr. Research Scientist of he University of Miami Oceanography Department – “The Evolving National Oceanography Program”.

January 1968 - Patrick AFB Officer’s Club – Capt. Walter P. Murphy, USN Retired, Director KSC Executive Staff – “U.S. and British Management Relations During the Early Stages of the US/UK Polaris Program”.

February 6, 1968 - Patrick AFB Officer’s Club – Major General David M. Jones, Commander, Air Force Eastern Test Range – “Range Future and Management Aspects”. This was a joint meeting with the Federal Accountants Association. This was also Ladies Night. (This was before Ladies were members of the Association).

The menu for this meeting was Roast Turkey, French Fried Shrimp, Prime Rib and all of the trimmings, beverage and dessert – PRICE $3.50 per person.



March 1968 – No dinner meeting due to Space Age Conference on14-15 March.

June 4,1968 - Patrick AFB Officer’s Club – Capt. C. F. McGivern, Commander4 MSTS, PAFB, FL. – (Topic Unknown). Officers installed by John Simmons. Awards presented by Bill Roy, NCMA Long Range Planning Committee.

NO NEWSLETTERS WERE FOUND FOR THE 1968-1969 YEAR.

February 1969 – No regular dinner meeting due to Fifth Annual Southeastern Symposium. The February meeting will beheld as part of the Symposium Banquet on February 7 at the Florida Institute of Technology.

March 1969 – In Lieu of the March Meeting, The Chapter Participated in a Joint Meeting with the Mid Florida Chapter on 27 February 1969,

October 16, 1969 - Patrick AFB Officer’s Club – Bernard B. Lynn, Deputy Director DCAA and President FCAA – “The role of Contract Audit in Procurement”. This was a joint meeting with the Federal Gov’t Accountants Association.

November 4,1969 - Patrick AFB Officer’s Club – Major General Joseph S. Bleymaier, Deputy Commander Manned Orbiting Laboratory, SAMSO, HQ, Los Angeles – “Trends & System Management”.
